Thanks for your reply, I can get all possible letters and declarations you have suggested.
Issue is my SIL is in Mumbai, and bombay does not have a consular office, we apply through a local travel agent who courriers the docs to the consulate office in New Delhi, so there is no direct communication with any officials as we have it in case of US visa interviews.
FYI my daughter is presently in canda, can we apply for his visas from here ?

If you mean visas can be applied from Canada, no, you cannot. Visas are always issued outside of Canada at a consulate abroad.
The only person who most likely will be allowed inside the consulate beyond the normal counters will be your daughter since she is the most direct person involved and she is a Canadian.
Can you ask the consulate if they can meet with the applicant in person for an interview?
