mother-in-law tourist visa

We have already applied my mother-in-law's immigration in Jan 2010. We want to apply for her tourist visa in the mean time. Her visa is rejected once already. My husband is a Canadian Citizen. What are the chances she will get tourist visa under these circumstances? What strong points can we show from our side as well as from her side to prove that she will not stay in Canada more than her visa expiry?
Any suggestions...
