You don't need a reference, just pick up the phone and introduce yourself. And while you are on the phone get the recruiters email and forward him the resume. Let him go through the resume briefly while you are still on the phone.

There are so many big players like Brainhunter, Sapphire, TekSystems with multiple offices. Just make sure you have one point of contact in these companies who knows you by your first name. When you see a job that has been advertised by one of these, call up your contact. This has worked for me in the past.
