Hi there, I got my PR in 2004 and it is expired this year Jan. Due to some problems I could not make use of it. is there any it can be renewed or do I need to reapply PR?

The question I would pose is: why do you want a PR in case you did not want it for 5 years?

There is a provision under Humanitarian and Compassionate grounds that you may be able to retain your PR status.

If you did not meet PR residency obligations out of your choice (like working abroad), then the consulate will give decision that you are no longer a PR.
After that you should re-apply for PR.
But I will also echo Chandresh's question - why do you want PR status?
