Hi there, I got my PR in 2004 and it is expired this year Jan. Due to some problems I could not make use of it. is there any it can be renewed or do I need to reapply PR?

There is a provision under Humanitarian and Compassionate grounds that you may be able to retain your PR status.

If you did not meet PR residency obligations out of your choice (like working abroad), then the consulate will give decision that you are no longer a PR.
After that you should re-apply for PR.
But I will also echo Chandresh's question - why do you want PR status?

ahhh...I missed the important part - that the OP is outside of Canada (and wants the PR card as an insurance!) - I thought the OP is residing in Canada and wants to renew the PR card.
