applying for immigration to canada under skilled category from karachi

Good Day, my brother is in Karachi pakistan and is looking forward to apply for independent skilled category, I wanted to confirm with the experts here that is it true that the new process takes around 12 months and also that the application now is not sent to islamabad but is being sent over to some place in Canada directly from KArachi by the applicants. Any and all assistance in finding reply to this question is deeply appreciated

YES, 100% true that the application now takes 12 months for Federal Skilled Worker category. My case is the example. I applied in the first week of March 2008 and on 5 March 2009 i got my medical papers.

YES, your second question is also true, they now send all the application to Sidney, Nova Scotia.
