When applying for the PR Card from Canada its mandatory to provide the PR Card along with the application so I'm confused how it will work.

They do not ask you to send the current one. But want you to appear personally at a CIC location and PICK the same up. You surrender the OLD one while you are picking up the NEW.

If the PR Card is expired you must sent it back to them when you apply for the renewal but if its not expired you may keep it with you and return it when you get the new one.

When you apply for the Travel Document they want you to send the expired PR Card. But I'm not sure if they will send it back with the Travel document or not. As Jona suggested they may not send it back and I'm concerned about this since I'll need the expired PR Card when I apply to renew in Canada.

Hi, I'll suggest you call up the NY or Buffalo (considering wherever you are sending your docs) office and ask them. It'll be a better and prompt reply then any of us on the board.

They will not send it back. You have to travel with the travel document and then apply, while you are in Canada. When it is ready for pick up you present yourself at the location close to your place of residence. They will normally hold it for a period of six months +/-
