From CGI's website:

"Minor children are NOT eligible for OCI in case both parents are Indian nationals."

Children born to Indian citizens in Canada can apply for PIO though.

Viggy, even if you apply by post, they do not keep your documents for long. You will need to send prepaid registered post/expresspost/courier envelope(s). PIO is usually processed within 15 days.

While I was researching the 'Visa' matter from DIO in his post 1335, I hit another website with OCI materials and I thought I will bring up this web link to the attention of all of the Desi's here in Canada.
