Hi, I was just reading your old post and found it similar to what we (me and my husband) faced while filling up application for PR. He's a CA from India and CPA from US and we wondered for his time when he was self employed in India and his internships with CA firms (will it be considered or no). In our case we decided me to be the primary applicant and we got our PR too. Actually both the partners being good professionals can add to your application regardless of who is primary and secondary.

As for your current question I think filling GTA is the best option, the area is vast and has a lot of opportunities especially in your Legal field (many lawyers). Since we still don't reside in GTA but it’s my opinion, I think the other CD's can elaborate better than me.
