Have job Offer. Apply for immigration from India/Canada?

I have a job offer in hand and my work permit is being processed and I should be in Toronto around 20 December.
I would like to apply for immigration. Is it better to apply from Mumbai, India where I am at present or reach Toronto and then apply from there?

work permit can be processed earlier,bur for immigration you will have to wait in the que....job offer only adds ten points....
