Windsor pays for socialist local city council policies.
They never bothered to build upon the rich start and boom that casinos and autos provided. Downtown degenerated into bunch of nude bars and decent post-industrial service businesses never had a chances.. On the top there are just too many union jobs vanishing due to high-dollar cost..
Even then I don't think it's highest in Canada.. coast of Nova-scotia might be worst..
I visited a few places with a friend 2 yrs back and there communities are basically vanishing..
