Patel,
That is how things work there. Ask your wife to keep $20 aside and slip it when PCC is brought up. I regret to quote the system of my country but then it is inhabited by good and bad people. Sometime we have to work our way around the bad guys.
Sometime at immigration clearance they do ask to show PCC, if officer is good he / she will allow expired PCC but if intentions are to make some money. He / she will not care from where you obtained PCC, they will find some reason to extract mullah from passenger. But for sure they will not stop your wife from boarding aircraft for a PCC.

Yes, i read about this PCC . only asked in Mumbai Airport & not in Delhi.

Exactly... Lasa is right.. They do ask PCC in mumbai... But not at Ahmedabad... and not at Delhi..
