I have applied for PR visa as Computer Programmer under independent skilled category in October 2000 through WorldWide Immigration Consultancy Services. My case is in process with CHC New Delhi, India.
After few months of my application submission, I received telephone calls from CHC, New Delhi to my employer and to my home.
I also interview briefly at telephone with CHC, New Delhi.
Till date I have not received any further correspondence/information from CHC, New Delhi.
I have completed Senior Secondary class(10+2) and one year full time diploma in IT and part time advanced courses(Visual Basic, Oracle, Java) of approx 6 months.
Someone has told me that although my case is accepted by CHC but at the time of interview, there are more chances of rejection due to lack of higher education.
I complete necessary points according to former immigration rules. I score 62 (excluding language and suitability factor) points.
I have more than 4 years of experience as Computer Programmer.
I want to ask if there is anything to worry.
I need ur views about my case.
How strong is my case means Is there any chances of successful of my case ?
Is there graduation neccessary/requirement to apply for PR Visa ?
Is IELTS alternative of interview ?
What should I do to make the case strong ?
I really need ur help.

You'll be assessed under old law first. If you don't qualify, you'll be re-assessed under new law. It seems you'll qualify for interview waiver. If not, then of course, much will depend on your interview.
IELTS is not an alternative to interview but under new law, good IELTS score increases your chance of an interview waiver.
I don't know the full details of your case to make further comments. You should get the company to advise you further [if you think they are competent enough].
I tend to keep my advice quite general on this forum.
