After office started with smart idea of showing only frequently used menu options as default and show full menu options only after user clicks on the expand arrow (or after some delay), it became bit confusive. We also have to have an extra click or some wait time before we see full menu.
Here are the setting that will enable full menus.
Office XP and 2003
To customize or disable personalized menus in Office XP and 2003, follow these steps:
From the Tools menu, select Customize, and then click the Options tab.
Do one of the following:
To show only basic and frequently used commands on short versions of the menus, uncheck the Always show full menus checkbox.
To show all the menu commands on the menu after a brief delay when you rest the pointer on an open menu, select the Show full menus after a short delay checkbox.
To disable personalized menus, click the Always show full menus checkbox.
Once you change it in one office application, it should reflect this change to all office applications
2000 should have same thing, I haven't check it.
