I am not sure what the situation is these days, I had my status changed almost 2 years ago. But I know of people who have changed their status from student training to H1. I guess the more important question is
1. Sponsor
2. Visa Quota
If you can find a sponsor and the quota for the year has not been completed, you shouldnt have a problem.

It takes several months though, about 3 or 4 for a COS.
