Super visa and minimum income thresh hold question

Hi,
I was wondering if any one could help me with this query .I’m a stay home mom of a 20 month baby. My husband works as an engineer. He has annual income of 50000 as per his T4 statement. He wants to invite his mother and father on super visa in the summer of 2013.As per cic.gc.ca : minimum income thresh hold is 49000 for 5 people in a house.
His parents will return to home in October 2013.After their departure , I want to invite my mother on Super visa ,people have told me that it won’t be possible under 50000 but we require a T4 of 60000 .Since embassy will consider super visa’s duration (2 years) for his parents even if they have left. After 2 years if they do not renew their super visa then in this case my mother will be able to come under current income of 50000.
1-Is it true ?
2- We do have a balance of 20000 $ in bank. Can’t we show it with our T4 of 50k to support the fact that we can take care of parents (total 3) along with our family .
3- Does embassy consider a infant as a person. some people have told me that unless a child is 2 years old ,he is not considered as a person under ‘minimum income thresh hold’
I would be truly obliged for a reply.

1) YES. You need more income to show for sponsoring additional members.i.e., Your Mother.

2) Yes, try using the money in the bank, if it has not been used before. If used already, then wait for some more time and build up the income and also the bank balance.

3) Yes, the infant is also a person. They take that into consideration. See below.

I need to calculate family size when applying for the parent and grandparent super visa. Whom should I include?

When applying for a parent and grandparent super visa, include the following people when calculating family size:

the inviting child or grandchild;
the spouse of the inviting child or grandchild;
the dependents of the inviting child or grandchild;
any other person whom the inviting child or grandchild is currently sponsoring or co-signing for; and
the parents or grandparents of the inviting child or grandchild who are seeking a parent and grandparent super visa.
Here are some examples.

The inviting child or grandchild in Canada is not married and has no children. He or she has invited one parent to visit Canada for a two-year stay. The family size is two.
The inviting family in Canada is a family of four (the inviting child or grandchild, the spouse and two dependent children). They plan to host two visiting parents. The family size is six.
The inviting family in Canada is a family of three (inviting child or grandchild, the spouse and one dependent child). The inviting child or grandchild previously co-signed the sponsorship of the spouse’s parents (two persons). That sponsorship is still in effect. Now, the inviting child or grandchild has invited both of his or her parents for a long-term visit on a parent and grandparent super visa. The family size is seven.

The minimum income for sponsorship you will need to meet the requirements of undertaking is determined in part by the number of persons described in questions 2 to 6. For each group described in questions 3 and 4, enter the number of persons included in that group and give details of each person
in the group as instructed on the form. We have already entered 1 in the box in question 2 to account for yourself. If you have a spouse or common-law partner and he or she is not included in 3, complete question 5; provide details as required. Enter in 6 the number of your other family members not
included in 2, 3, 4 or 5; give details of each person in the group as instructed on the form. Read each description carefully. Add the numbers entered in each of the boxes provided for the number of persons in questions 2, 3, 4 and, if applicable, 5 and 6. Enter the total in the box provided at question 7. This total
and the low income cut-off table will help you determine the minimum amount you will need to sponsor.

Refer to the low income cut-off table (Table 1) and go down the column until you come to the line that matches the number of people as determined in Box 7. This is the amount of income you must have to sponsor your relatives. Enter that amount in the box at question 8.
