I am studying MBA in Canada and my wife's visa got rejected twice...
1st attempt-we applied by ourselves for TRV of 2 years and got rejection.
2nd attempt-We decided to join some consultancy and searched on internet and found 'Y Axis ' who suggested to apply through 'Open work Permit' category and got rejection...I later found that they are fraud and are not authorized to consult for visa formalities...
Now I came back to India to do her visa by dropping my summer session and in search of good visa consultant who is authorized by ICCRC.
If any one has gone through any good ICCRC visa consultant and want to refer me please advce me as soon as possible.
As I have only 1 month to rejoin school, please reply ASAP

If you have studied in a Public College / University ..... and if you have done your documentation properly ( with letter from school, transcript, proof of funds, your affidavit etc., your wife would have got open work permit. Guess either it was not done properly or there is a problem with academic activity in canada.
You have lived in canada and there are many good consultants are available here where atleast they are accountable.

You do not need an ICCRC member in India to file your wife's case, rather you can avail this service in Canada too but with ICCRC member who is familiar with cases from India.
As a registered ICCRC member myself and with my experience dealing with 100's of students coming from India, I personally feel that you have already lost the major chance of getting dependent visa for your spouse. I wouldn't suggest making another application in near future. Though, a complete assessment would be required to understand your case better.
Dharm Ram is absolutely correct. You have lost 99% chance and you must not make another effort for her good.
When you were there, she should have applied for a tourist Visa showing that she is working in India and would go to meet you on your anniversary and return in 14- 15 days time or a month max. She would have shown the leave letter from her employer to validate the point. Tourist Visa is for min 3 months time.
also, for tourist visa she should have shown:
1. Apprx 10 lacs in her bank account
2. Your house/ property details in India
3. The return ticket from Canada to India
4. Job details (ie she is currently employed)
On reaching Canada, this Tourist Visa could have been easily converted to an Open work permit there, its possible.
NOW wait for a while. After MBA gets completed and as you look for a job, find an employer who generates an LMO for you and then get a work permit (I know otherwise also u r eligible for 2-3 years work permit post MBA). IF he generates an LMO and you get a work permit through that, ONLY then your wife would get entitled for an OPEN WORK PERMIT. I have verified this info from 3 attorneys in Canada last month as mine is the same case. My wife is there and I am here.
Have patience, educate your self more, and take the right step now at the right time.

My History in short:
I am 30 year old married women in India, I was in UK for 7 years on a student visa along with my husband as dependent. My initial visa was refused on the grounds of Finance & strong ties in 2002 after which I applied again and got through, then in 2009 I was refused my student extension as I was working more than 20 hours on a student visa.I was asked to leave the country voluntarily which I did in Nov 2009 along with my husband.
After that in 2012 my husband applied for Canada student visa and he got it, however I joined work on coming back and I am still working.
1) Will my UK refusals affect my Canadian Visit Visa application?
2) What are my chances of getting a visit visa?
3) Should I wait for 6 months and then apply for a dependent visa?
I am planning to visit my husband for X'mas.
I have
1)recently bought property under my name.
2)healthy bank balance($14000 CAD close to 8 lacs INR)
3)working with the present company for close to 2 years
4)parents who are retired govt servants who can sponsor me if need be.
