I want to apply for a Study Permit but I'm afraid that I cannot provide strong ties to my home country.
I am an American citizen. I don't know if I should send my application to the CIC office in New York or apply in Toronto, the port of entry. This is just part of the problem.
I will be pursuing graduate studies in Toronto. I got admitted to George Brown College for the Teaching English as a Second Language program. I have already paid for my tuition in full. I have contacted the International Student Centre and they told me they do not provide Student Permit letters to students in my one-year program. The only thing I have at the moment is my admission letter. That should be enough, right?
Now onto my expenses. I have a low balance in the bank (roughly 2,500CAD) due to the fact that my income comes on a monthly basis (child support/$600 a month). I will be using the money to pay for my living expenses. So I decided to attach a letter by my dad to address this problem. Do you think they'll understand?
Another part of my expenses will be paid by my fiancee. I don't have to worry about housing because I will be living with him in Toronto. He is a Canadian citizen, and I visit him quite frequently, sometimes for months at a time. Thing is, we don't want to get married at the moment. I'm sure the CIC official will think I will just want to stay in Canada after my studies are over. I don't want to risk being rejected and not being able to enter the country after I've paid my tuition.
My fiancee and I plan to change my status once I am in Canada, but not right away. I just want to finish my graduate studies, and I want to be with him. I don't know if mentioning that to the CIC official will do anything. "Hey, I will apply for my PR later, but at the moment, I just need a study permit"
What should I do? Forget the study permit and go for the PR instead? Mention my fiancee in the Student Permit application or omit him completely? There's probably mention of our relationship in their system because of my frequent visits. Should I apply at the port of entry and hope for the best?
We're both desperate and thinking of getting married just to secure my entry.

You have everything that you need. Borrow some money from the bank for the fees and your stay. Show that in your account. Keep it till you move. Then you are free to play with the sum and return it back or pay it by installments. See if there are other avenues also. Banks will extend the sum based on the child support.

It takes a full month to get the Study Visa, so get on it and be fast and thorough. Double check each form and make no mistakes while filling them. Pay the fees too.
You apply for the Study permit in your country, which is USA.
Let us separate the issues here. What you are now lacking is time. You are up against time in completion of the process to get into the course. Some time everyting gels and you will find that you have another week on your hands.
It is your determination to move on in life and get ahead, is what is making you move in that direction that you are going currently. That opportunity is still open and will always be there.
What transpires between you and your Fiancee is nothing but pure love and support to each other. That is rare you are more than blessed to have it. It is your luck...
