Hi my grandmother sponsored her daughter (my mother) for GC. at the time of application (Nov 2000) my sister was 17 yrs old. Now my mother got information that she would be getting her GC (my father should too) but how about my sister would she get GC or Not ????

If certain conditions were met, your Mother would have gotten her Citizenship straight away. I see that she did not meet them and hence the Green Card Route.
Yes, your Father can get the same through your Mother. The qualification for the Green Card Process is time based. Your Sister needs to get sponsored and go through the same routine too. Please follow the application procedures. Also do the same as soon as you can.
