I applied for my parents permanent residency in Oct 06 and I belive their file is waiting to be cleared in the Mississauga office for financial sponsorship part and will be transferred (put on a waiting list )to the CIC Delhi office.
My parents have been living in Regina, SK since December 07 on a student visa.
Is there any way I can have the entire application be processed in Canada as they have been living in Canada for the last one year?
They will be receiving their US green cards in Dec 08. Will the US green card open any avenues to work here in Canada without going through any formal rigourous work application process.

You are not very clear about the submission nor is it any clear to answer the later part of the query.
Let me start with your submission to the Mississauga office, was it done while your Parents were living in the USA as legally admitted persons, and residing there permanently?
If it only needs the proof of income on your behalf, then submit it and see what kind of response you will get. Please do mention that they are here in Canada on a student visa.
If they have been residing here in Canada how will they qualify for the US Green Card? How will they get their cards in Dec 08?
If they have green card then they can live there in the USA indefinitely. They can surely apply for a job and also obtain a work permit and stay here after the 'approval of the work permit'. Also the Green Card will permit them to enter for a six month period for interviews etc., They can take advantage of of it.
Now I have asked more questions that needs answers, than you have asked here.
