Friend of mine has told me that there is a way to get the independent application processed within 1 year.
I have been told that under "Provincial nominated Immigration" in 3 state - Nova Scotia, Manitoba, Sasakatchuan. There is less queue as because of the fierece weather condition, less immigrant goes there.
If you apply directly under them instead of Federal, there is a way that you can get the PR immigrant status within 1 year as of year 2004.
Questions for you:
1) is this correct
2) If so, what is the liablity or bond to stay in those provice ?

Do you have any idea what the queue is like for the Manitoba PNP?
There are hardly 2,000 PNPs approved by the province of Manitoba yearly and they get more than 20,000 applications for those.
You will be waiting forever !
Secondly, depending on your job skills, what are you going to do in Manitoba or Sasketchwan?
People have to struggle to find jobs in Toronto and Vancouver, what makes you think you will get a job easily in Manitoba or Sasketchwan?
What are you going to do then?
Unless you have some rare and unique skills, apply under the Federal Skilled category.

You are correct Pratik, but you need to know how this can be done.
1st of all they have limited approval (500~2000/year)
Secondly, you have to apply exactly at the start of each fiscal year as they dont carry 2003 case in to the next year
so first 500~2000 case will have a chance.
Thirdly, they have a shortage of specific skills so you have to ensure that before you apply you find out do you fit into those skills
At last the most important, for net you must apply for those suitable jobs and employer or those agencies will take you telephonic interview and will get you certificate that if you have PR, they can offer you the job.
I also agree with you that chance for having all of this condition in your favour is 10%.
Again this things I have heard from some one who practice immigration. I would like to hear from some one who has already successfully completed or applied in this category and would like to the process steps.

Is it true that the Provincial Govt. starts from the begining of a year ?
I have sent my application on 11 Feb 2004 to Manitoba PNP with confirmed job offer as it a pre-requisite condition of the Program.
I think queue for manitoba is long. The AOR may take 4-5 months and decision 8-12 months.
And once Nomination Certificate is issued, Visa office may take another 18 - 24 months to issue the visa.
So I think there is no way to get the visa in 1 year. Impossible.
I anyone has idea about Manitoba PNP, Please reply.

What you said is true.
Even though an applicant can work around the Federal points system by using a PNP (Manitoba or whatever), the rest of the process still remains the same in terms of madicals, background/security check, etc.
For a person who has lived in several countries, or if a person is from one of the "politically incorrect" countries, the rest of the process takes a long time.
It works well (1 year timeframe) for those people who are from a "politically correct" country like USA, UK, Germany, etc. and who has not lived anywhere else.
In that case, medicals and background checks take less than 6 months and the person can *theoretically* get approval in 1 year.
