Applicants declaring a minimum of 24 months driving experience within the preceding three years:
To obtain recognition for more than 12 months driving experience, applicants are required to obtain written authentication of their foreign driving experience from the originating licensing agency, or from the Embassy, Consulate or High Commissioners' offices representing the jurisdiction. The authentication letter must be on official letterhead and be written in either English or French. The letter of authentication must be dated within six months preceding the date of application for an Ontario driver's licence.
The ministry will recognize the applicant's foreign driving experience as certified on the authentication letter.
Applicants have, pending a letter of authentication of a minimum of 24 months of foreign driving experience, the option of attempting the G1 or G2 exit road tests (mandatory waiting times are waived).
If the applicant chooses to attempt the G1 road test and successfully completes it, the applicant will then be eligible to attempt the G2 road test.
Upon successfully passing the G2 exit road test, applicants will be issued a G licence.
If applicants do not provide a letter of authentication, applicants must pass the G1 road test and must fulfill the 12-month waiting period prior to taking G2 road test.

I have a G license now. I was in a similar situation. With more than 7 years experience you can directly APPEAR FOR THE G TEST, not get the G license.
I went to drive test office in Mississauga and showed them my indian license. They said they either want letter from the High Comission or a letter from the licensing authority in India certifying my license.
Now i called the indian high comission and we all know that they are a buch of rude useless idiots. So i called my parents in India, they went to the RTO in Mumbai got a letter certifing my license and had it couriered to me. Now i took that letter still sealed in the envelope to drivetest in mississauga (5555 Eglinton) and they let me appear for the G Test.
I narrowly failed G test the first time so i had to give G2, which i passed and 2 weeks after passing G2 i gave G again and passed. MY insurance is lower than a lot of people i know who have been on G2 for 2-3 years.
Old Indian license will help but you still have to give the test.

There is no format that RTO will give, you have to tell them what to write:
I had the following written down which was acceptable by drivetest:
This is to certify that Mr XXXX XXXXXXXXXXXXXX has been holding License number XXXXXXX issued bys us on XX/XX/XXXX.
As per our records we do not see anything adverse on his driving record to deny him a license.
Of course the letter has to be on letterhead, if not thaat then atleast the government stamp and seal and a signature.
Get that letter, put it in a envelope ask someone to seal it in India, then put it in the fedex envelope and then give the whole thing to MTO

My brother in law's cousin wrks for RTO, so it will be easy for him to get that letter.
i called MTO and they said that no matter wat letter u bring..u sitll have to do written and vision test..the only thing they will do is..will let u take G road test without g2 test and any waiting time period.
