Processing time parents sponsorship

Does anyone know how long is the processing time for parents sponsorship in Islamabad, Pakistan. My parents applied in March 2003,
e-Client status says, processing started in May. It has been more than 6 months and they didn't hear anythging from CHC Islamabad.

Processing Times for Permanent Resident Applications:

Family Class
Spouses/Common-law partners/conjugal partners and dependent children : 6 months
Other members of the family class: 12-24 months
Skilled Workers Applicants
With confirmed permanent offer of employment : 12 months
Other independent applicants: 36-42 months

These are not guarantees. Processing time will be affected by the complexity of the case and the number of applications being processed by our office at any time.
