I am a PR card holder working in the USA on a H-1B. My wife is based in India. She is going to get her H-4 visa soon. Can she apply for a visitor visa to Canada? Is my spouse eligible to apply for a visitor visa to visit family in Canada? Because I am a PR card holder, will the Canadian consulate refuse to grant her a visitor visa and ask her instead to apply for a PR card for entry to Canada? Is it better for her to apply for a visitor visa in India or after coming to USA?
Please help in this matter.

You could try but it will be difficult for her to get a visitor visa
1) Because you are a PR card holder hence her non-immigrant intent is not there
2) You do not live in canada in order to sponsor her to canada for any visa

While that is true. There's nothing that stops you from doing it..
Also when H4 goes to ask for Visitors visa.. your H1 documents are asked. Whether you are a PR or not is asked on page 2. We just got it for my wife and there was no problem. We did't lie either.. be confident and be straight.. you will be alright.. they hardly ask you questions esp if your case is simple and US status is clean and clear..
