NEW YORK: The US-visit procedure will be enhanced to the 27 Visa Waiver Programme (VWP) countries and visitors from all countries of the world will undergo the profiling procedures of finger printing and photo at 115 airports and 14 seaports of the United States from tomorrow (September 30).
By December, the Department of Homeland Security (DHS) will also facilitate the land ports with the required equipment of profiling. Canada and Mexico citizens are the only two countries free of such US-visit procedures, but any Canadian citizen with origin of Pakistan will go along the procedure.
Jim Williams, Director of the US-Visit Programme of the DHS said "anybody who is Canadian citizen through naturalization or birth but originally from Pakistan would be included in this system."
Jim Williams was briefing new US-visa procedure at New York John F Kennedy Airport. He said US-visit currently applies to all visitors (with limited exemptions) holding non-immigrant visas regardless of country of origin, he said starting September 30th, US-visit procedures will be expanded to include visitors travelling to the United States under the Visa Waiver Programme arriving at airports and seaports of entry into United States.
Jim Williams said US-visit is a top priority for the US Department of Homeland Security because it enhances security for US citizens and visitors while facilitating legitimate travel and trade across US borders.
Jim Williams said the goals of the US-visit helps to secure US borders, facilitate the entry and exit process, and enhance the integrity of US immigration system while respecting the privacy of visitors.
Jim Williams described the new legislation requiring Visa Waiver Programme country passports issued on or before October 26, 2004 be biometrically enabled for use in visa waiver travel. The VWP countries to have machine-readable passports which include biometric identifiers and also for Department of Homeland Security to have readers for these biometric passports at all ports of entry.
Jim told two cases, checked at US ports under these systems. He told that a rapist and a homicide criminal were arrested by authentic check of biometric passport. The finger printing and photo is generally applicable for all visitors but the immigration officials use discretion and avoid few without procedure.
Jim told that one immigration officials have discretion and second he told that other agency officials present at the spot pick and choose. He said in some cases of pick and choose sometimes a detailed scrutiny goes underway resulting a delay of one hour or so in getting an entry stamp.
Jim, however, confirmed that from September 30 the discretion measure would mend and every visitor entering US port will have to follow the process. The procedure Jim told is for both males and females and will apply to visitors 14 years above and under the age of 79 years. Journalists witnessed the finger printing of several visitors who arrived at JFK during the briefing. Photographs and film shots were taken.

wonder what they will use to prove whether somebody is pakistani by birth, once he is a canadian citizen.
If you were born in Pakistan, it will be indicated as such on your passport. If thats the case, then as per these rules, you will be fingerprinted. If the person was born in Canada, then such rules dont apply

This is not true. I looked at the official rules and there is no such clause for finger printing for Canadian citizens of Pakistani origins. This source of information comes from a newspaper that is highly unreliable and has reported false information in the past.
Second, it’s your choice to have country of birth on your passport or not. Passport office started giving you this choice after last year when many Muslim Canadian treated unfairly by American Immigration
