Websites like wikipedia, youtube, Flickr will be impacted largerly due the new law which has broad language.
The law may also bring in the fear factor among US-based internet service providers, payment processors and advertisers who unknowingly may infringe the law as the law says if owner of rogue website is not located or found then agencies like ISPs, pay processors will be taken to task by US court of justice.

Uncle Sam trying to police the internet and calling its his property ..'intellectual' ?

I wonder what is there for common user , for example what happens if you upload a clip of a hollywood movie on youtube ?
Some expert saying what if every country start to pass such law ? (though China, Iran has already done that )

We are living in interesting times indeed :p

It is not legal even now to upload movie clips or any copyrighted material without permission or license. Youtube will pull down the content if the copyright owner asks them to.

But if the new law passes then in such scenario the copyright owner will get the power to bring down entire YouTube site rather than asking the YouTube to remove the copyrighted material. That is scary.
