Can a person who has come to Canada on a single entry vistor visa from India go to U.S.A. on visit (by applying for USA visit visa from with in Canada)? If so , will there be any problem at the boarder when they come back from States to Canada? Will the maximum period of stay of 6 months in Canada be counted from the data of entry at the boarder from States? Is there any procedure for applying with in Canada to change satus of single entry visa to multiple entry visa ?
Shall appreciate if some one can throw light on the above points.

yes, as long as the visit to the states did not exceed 30 days... if the stay is more than 30 days then you need a multiple entry visa to canada...

no, a single entry visit visa to canada can be used for multiple reentries back into canada within the original allotted time issued at the original entry as long as such reentries are within 30 days...

nope, from the date of the original entry into canada...

only thing you can ask for is an extension of the stay, a new visa itself must be issued by an overseas post...

But Vijay, getting US Visitor Visa from 3rd Country (Canada for you) would be very Difficult. They don't entertain such applications. They want you to get from Origin Country (India for you).

next to impossible actually... they will keep your US$100 application fee and tell you to apply from your home country... they will issue a visa in very very specific and rare situations (such as medical or compassionate reasons) but in those cases the visa will be for a very short duration... one case i personally know of where a family visiting canada who's daughte rin the US was having a baby... the calgary consulate issued a visa for just the mother of the girl for 20 days to go to the states... the father was denied...
