When my kid was 2+ years old, I bought an umbrella stroller from walmart, it costs about $25, very easy to carry as it weighs just a little heavier than an umbrella and the flight attendants would be happy to accommodate your stroller.
I never used to carry a car seat when I visit India, if you are stopping any where in between where you require a car seat, your rental car company should be able to provide you one, car seat is a heavy stuff to carry on board and also inconvenient to travel with that.

This way for one your stroller is light and for two , you can use the car seat in India as a safety measure for the child .... Remember child seats can be tied with the seat belts w/o a base as well ... The Airlines would also be obliged to allow you the car seat as the stroller is incomplete w/o it .
