A friend of mine is here in Canada for the past 2 years in work permit. His company might send him home in another couple of months but intentions are to settle here.
He is looking to apply for PR, as he has been living in Canada for more than 2 years on work permit, I assume he has fulfilled the residency requirement and could apply within Canada. His scores are through with the point system.
Once applied and received filing number and he leaves Canada as required by his parent company, how can he pursue his PR in Canada itself (assuming he will get visit visa just in case he is required to appear for interview).
Do you see any other complication ? eligibility issues etc.,

I don't understand why it should be a problem in the first place. He can apply anytime - if he qualifies thru the points system.
Why does he have to wait for 2 years ? Well, that might be because in that case - he will probably get into the fast-track. Any other benifit - I don't see here as long as he qualifies.
Anyway, I applied after 8 months of working here on a work-permit and got my PR. But, that was 11 years back. But, I don't think the basic rule has changed.
But, if he is leaving Canada soon then in that case he has to go to Buffalo for interview (if he is called) - he has to fly all the way from India. Make sure, he makes a notarized Affidavit and puts all the necessary info that he enters in his PR App. Also, regarding Work Experience - even if he has a Experience Certificate - maybe better to put that in a notarized Affidavit as well. It doesn't cost much to do this - but will impact his PR App for sure, in a better way. The more you put the Immigration officer at ease - the better are the chances of not getting called for an interview - thats what I believe. And, it probably happened like that in my case.

Thanks for your reply. He wanted to apply within Canada in place of applying in India which would take years. As he has established more than a year of residency, he is going to apply from Canada itself.
He has all necessary experience certificates, pay stubs etc., He will dropping his application soon. He could obviously wait for a year or two to get the PR but can not wait until he completes two years as his employer may call him back to India.

You are Welcome. Please, take the Notarized Affidavit seriously. I did not have basic documents like Birth Certificate, Experience Certificate, some Degree Certificates. Once you put the info in the Notarized Affidavit - it works wonders. It helped me in my Work Permit Application (in Delhi) as well as PR (in Buffalo). Once I slipped thru the Notarized Affidavit - I had no questions asked in Delhi apart from a silly technical question. I had every bit of info (in the Application) covered in the Affidavit.
The fundamental thought process is to protect the Immigration Officer. When you make him feel covered and comfortable - he will give you less hassle and hard time. He knows that one can be jailed if one lies in an Affidavit. Once, he is armed with that - he will trust your Application more. And thereby, it may translate into not asking for coming for an interview.
