OCI fees

I am planning to apply for OCI and was looking at Indian Consulate General - Toronto . It was asking for $421 CAD for the same. However when I printed a form from online it came up with $275 USD. So started looking at websites of Indian Consulate for other countries and found that in US you have to pay $275, in UK you pay 165 GBP ( approx $325) In Germany you pay 240 Frank (approx $340 USD) and in Sydney Australia you pay $396 AUD (approx $344 USD).

Why do we pay that much in Canada? Do we have any forum to raise our voice to Indian consulate Toronto?
