Your Mother's Physician can delve deeper into the report provided by the Medical Examiner to the 'Mission' in India for the Visa. He will tell her exactly what it is that they are worried about, her health, and from their report.

I am neither a medical expert nor in a position to tell you anything more about the letter from CHC and the condition under which the Visa was issued. Because you and me do not know about what was said in the Medical report and there is a privacy issue associated with such matters.

But they have been gracious to you and your family in providing your Mother with a Six Month Visa. After which she will have to return back.
Also her current health warrants monitoring constantly, which you were not aware of. So, abide by it.

I have heard of cases, where in they did issue visas to individuals, with an express permission, for a day or two or three, due to political reasons and stay here ONLY for the duration permitted.
