recently I came across this link http://www.nriinformation.com/dualcitizenship.php
"Many Indian residents abroad may not be aware but applications for registration as an overseas citizen of India (OCI) can also be filed in India. If you decide to apply in India then the fee presently being asked here is Rupees 12,650. "
I wonder if any one has tried this already.
You can save a bit if you go that route.
You need visa to go to India once you are Canadian citizen. So you have to add the cost of Indian visa too if cost of OCI is the only consideration. Tourist visa to India is C$ 62.00 for 6 months.

Looks like this has worked!!
e). With effect from 04th February, 2008, payment of the fee of US$ 275/- or C$ 421/- for each applicant (US$ 25/- or C$ 40/- for each PIO card holder). The fee can be paid either in U.S. Dollars or Canadian Dollars only through a Bank Certified cheque / Money Order, made payable to “The Consulate -General of India, Toronto”.

Well, PIO Fees still remain the same C$240 vs US$185 for kids!
Thats great news..
I think it is now better to apply for OCI for kids directly instead of taking the PIO -->OCI route.
