if somebody can suggest how to get live and care visa

i have my sister in law and i want her to come to calgary on perment basis and i figure out that there are chance i can get her in on live and care visa

since because of her age she cant file a immigration on independent bases and also we can put her immigration file as she is sister of my husband .
my husband sister only grew him up when my husband was at his young age his parents expired so we want her to be with us as she is not married and is alone in india so we thought if she can be sponsered under live and care visa is it possible as such i have to 2 kids one 6 and one 20 months old so i can sponsor her as live and care nanny.

can somebody guide on this is good way to bring her here and what is the procedure.
