Now as far as telecom opportunities in landlinie sector, if you count on tips there are very few telecom service providers in Canada and there are very few such positions for such kind of expertise in those companies like switch engineer, network planner, installer, support .....
most of these companies already have staff for such positions and since the opportunity to move to different companies are less and also due to job security, those people dont change companies frequently.
like if you see in most of the telecom companies, such guys work their for like years which is very unlike of IT jobs in telecom companies.
However if you are lucky you may get a job in your field soon.
Having a degree from outside Canada is okay, doesnt matter. I would suggest him to prepare a list of all telecom companies in Canada and start sending resume to them for their engineering positions.
Also it would be worth to apply for IT positions in Telecom companies coz lot of hiring is going on nowadays for such positions.
Also in future, apply for P.Eng, lot of telecom companies prefer it.

Thanks for the info in telco area. , thanks so much for the near realistic info. I once had an interview praposition from Telus, but when they knew that I am not a Canadian PR but still in process they pulled back.. esle they found my experience and skill set interesting.
