I had been reading many threads on this website about ITCC and PCC which is required to be produced at Immigration Counters of various Indian Airports.
Regarding ITCC, I have checked up with many Income Tax Consultants and Chartered Accountants in India and they have showed me the proof that according to section 230A of The Income Tax Act, 1961, there shall be no requirement of furnishing Income Tax Clearance Certificate by persons leaving India w.e.f. 01-01-2003.
Regarding Police Clearance Certificate (PCC), I have checked up with Bureau of Immigration (Ministry of Home Affairs, Government of India) and they have stated that PCC is not required to be produced at any immigration counters. However, this information cannot be used as an authentic information as I have not yet received the documentary evidence from BoI.
For the purpose, I request every person on this forum, who left India or those who are about to leave India for immigration to any country, to send an email (boihq@mha.nic.in) asking about PCC requirement and their experiences at various immigration counters of Indian Airports.

Thanks a lot for the efforts made at your end.
The clarification on ITCC requirement would certainly bring a sigh of relief to all would be immigrants.
As far as PCC requirements is concerned I absolutely second your suggestion to write an email to Bureau of Immigration at and further sharing of individual experiences thru this forum.
The bombardment of emails at BoI would certainly generate some official response which can than be used by all concerned as an evidence.

I work in the govt & went through the orders on this & found out this - People about to move out may find this useful
IT CLEARANCE
IT clearance in the old manner of applying and then getting a certificate is not required for people who were permanent residents of India however you (all adults) still need to fill up form 30 C in duplicate and submit it to the IT office, and keeping the acknowledged second copy - this will suffice for indians who had permanent residence in India - others still need to get a clearance certificate, but in their case they have to go and apply for one - the counter fellow will refer to a list of people who have been prohibited by the govt for serious IT reasons - see whether the persons name is on the list and issue the certificate right away. So its not entirely true that IT clearances are done away with. These orders were from January 2004 so are fairly new - immigration will start insisting on this .

Police clearance certificate
It is based on a PCC that a person is issued an immigration visa by any country, so effectively you are Canada's problem and not India's. If the government (read police) wants to stop you from laving the country it will - dont get shocked - issue a warrant for your arrest with good reasons to bar your exit or request the passport office to recall your passport, in which case the emmigration authorities will have papers with your name with them. Apart from this you cant be stopped - remember thats what the passport says "In the name of the President of Republic of India...." , its the document which allows you to pass that point of entry.
There is no period of validity for a PCC no 6 months or 1 year etc. These "acceptability limits" are set by the agencies asking for these police checks keeping in mind thetime required to gain such PCCs. If a person gets a PCC today nothing stops him from murdering another person tomorrow.
Even so for persons wanting to keep a safe side - You may keep a copy of the PCC certificate which you obtained for your visa with your passport. And for the more cautious ones , the SHO or OC of your local police station can also sign on an application by you that "dear sir , i am going to foren and please acknowledge that i am not a sinner in your area"- simply get it acknowleded by him/ her - they are bound to give that. Keep it with you, though its not required by law at all. Just so that those customs guys dont sleaze some dollars out of you. If theres any change i will try and get that too-
