I agree with this proposed modification. I hope India is added to the "safe country" list. This will also reduce instances with that Vancouver guy who claimed he was harassed by Punjab police.
If, say there are 60,000 refugee claimants are here in Canada from all over the world and 40,000 are 'ordered to be deported' and cannot be found anywhere here, then, we cannot consider any country that which they belong to as a 'safe country'. Because we do not know the reasons for which they are getting deported. Some could have criminal background and may not deserve to stay here. If they do not leave, then we are found to be living alongside of them.
Are we safe? under these conditions.? Knowing that these are undesirables here in Canada, why is Immigration and the Police so lax? Is it because they need workers here who do the jobs under the table for less? Is the Government promoting criminal elements and let them live amongst us and not provide us with a clue as to why they were deported and why have they not been seen out of the country right from the point where they were asked to leave and provide us with the safety and the security that we think we are living here under. Don't we deserve anything better?
If perchance we have thirty thousand refugees from India here who have not left, then how could we consider the country to be safe, without knowing who these people are and why were they deported and why have they not left this country voluntarily, upon deportation?. Would the Indian High Commission provide them with a New or renewed Passport for their travel? Would it provide them with the means to travel or go to some other country that they want to go to, if Canada wants them out?
That is an enigma that we are facing when we want to consider a country to be a safe destination. (Or a safe country)
