Is one allowed to move freely to other states after landing in Canada or should one stay for a period in the place of landing and then relocate?

there are no states in Canada. But yes you can move from one province to the other without any problem.

Actually, I believe it depends on whether you qualified under Federal immigration or Provincial.
Some provinces have restrictions on how soon you can move out of the province.
This is designed to prevent immigrants from circumventing the federal immigration point system, and qualifying through the provincial system and then settle somewhere else.

Of course, Quebec has its own system and has restrictions on how soon you can move out.
I believe other provinces like Manitoba also has similar restrictions.

If you immigrate under the Federal scheme, then you are free to land and settle anywhere and move any time (except that you can't land in Quebec).

I don't know the specifics, so please check the province's website for more info or post your specific question in the "Ask Immigration Expert" section and wait for a response.

If a person lands in Canada under Provincial Nominee Program, there is a restriction to stay in that province only.

For federal point system, one can move to any province anytime.

Unless you immigrate under a Provincial program, there are restrictions for not moving out of that Province for a few years. There is no restriction in settling down anywhere if you immigrate under the Federal System, be it even Quebec.

Under the Provincial immigration system, if your application is rejected, you are given another option to switch you application to Federal with no extra fee. However, if the application is made under the Federal system and your application fails, you will not have the other option. Even though Provincial system offer 2 opportunities, it is more restrictive. If you qualify under the Federal system, apply under that.
