We do not have a total knowledge of your case, your file or your Application for entry into Canada.

You had an interview with CIC at a location, Abu Dhabi, in your case. Not knowing if it was a success or not and if it was in your favour, the letter must state that it was in your favour, if they were to reverse their decision. It should state the same in their Second Letter also if they were to tell you why they want to reverse or withdraw their first letter. The note you have here is too short to comment upon without seeing the FULL text in that letter and its contents. Even the second letter wanting to recall the First one from them, does not mention that you succeeded at that interview and hence want to recall the First, is not explicit but brief. SO,...

Not knowing the FULL details about your application to enter into Canada and all of the details that you have provided to them in your application, it becomes very difficult to make a judgment call or provide you with good help to you and a conclusive decision in this regards, with scant information.

Coming to know about the Last communication from them, it appears that they may have reversed their decision and if so what did they base it upon.?

Now all you can do is to ask them with a copy of their last letter, if and when you can expect to hear from them, about the request for a Medical Examination, as it is the next item in the processing. (They might even ask you fort all of the Documents all over again to do a second verification, as that is also a formality that they might insist upon.)

All of these mentioned here is to avoid additional legal expenses. Because it is indicated in the statement that you have made above. So, proceed carefully and if you are not sure about the next step, please do contact some one who deals with Immigration, A Lawyer in Good Standing and resolve the issue, paying the fees associated with it.
