Confusion regarding submission of Application with AEO

I am presently working in India. I have received the Arranged Employment Opinion(AEO). I have confusion as below,
1. Where to submit the application New Delhi or Nova Scotia, Canada
2. Whether i have to submit the application with all the relevent documents or only forms.

I shall be highly thankfull for above. Kindly advise accrodingly.

Send complete package including your original IELTS score, Transcripts etc to Nova Scotia. If you miss any document, Your application will be send back. Mention New Delhi as your preferred consulate.
