My friend came to canada as a student in 2000 he finished his post graduation and he got a work permit for a year and worked here till 2002, he applied for his immigration in February 2003 from Buffalo, even before he got his file number he left for India, his file got returned saying TOFEL not accepted and in the mean its been 1 year since his application was returned and he is still in India can he still apply in Buffalo?????

He cannot apply via Buffalo anymore unless he returns to North America as a student or on a work permit.

Dude, This forum is being searched by many persons. Having thread title like "Dear Mr. Massood" doesn't mean anything. Can you please give proper titles.

Recently I have seen many thread titles addressing Massood's name. Nothing wrong in it, but he is answering all questions posted for Immigration in proper category.
