$20 Service fee?

Hi there,
I have 4 family members to apply for India visa, I was wondering if i go to
The Consulate-General located at 365 Bloor Street East, 7th Floor, Toronto M4W 3L4 to apply, would they charge me $20 per passport as well? or the service charges only applied if you apply through one of the VFS ?

i am going to apply tomorrow. I live in Scarborough, If i i can save 80 bucks i dont mind going to down town.

Other than emergency visa services I don't believe you can apply directly to consulate anymore.
