My cousin bro has completed his 12th
After that he did a one year Diploma in Export & Import Management (from the India Internation Trade Center).
Subsequently, he completed First Year B Com at B.N.N College (A.S.C) Bhiwandi - which is affiliated to University of Bombay.
At the moment he is working in the Import/Export field for someone.
Would he qualify to immigrate to BC under the Provincial Nominee Program

Here is what it states:
Skilled Workers: Managers, professionals, technicians/technologists and skilled trades who have full-time arranged employment in British Columbia are eligible to apply for BC PNP.
Managers must have a relevant university degree, college diploma, professional designation or other management training as well as proven management experience.
Does he have a University Degree. If so, will it be equivalent to any Degree in Canada and will be accepted at face value?
OR can you get him a confirmed employment in BC suitable to his qualifications that he currently has and qualified to work in a Profession? Also he must have experience in that profession, at least a minimum of three years.
All of the above are minimum requirements. And if there are others competing for it, then should excel in his profession and must come recommended.
I cannot provide you with you an evaluation. I can only point you to the requirements. You will have to do the proper point and other evaluation first and see if he can meet or exceed the requirements. Then submit an application with all of the required documentation to the PNP office there in BC and follow through with it. If it has any fees associated with it, then you must pay it first and take your chances.

"Employers must provide a written offer of employment to nominee candidates."
So my input is that he doesn't meet the requirements.
