my brother is working in canada as a cook.. and he has two years work permit..he want to settle down there. he is 26 years old, has twelve years of study and one year of dimploma in cooking and more then 4 years of experiance.. and as we asked from some lawyers, they told that he can only aplly for PR after working there for two years as rules has been changed. and also he can get work permit extended if his PR case is under process..

kindly provide me detailed information that when and how he can apply for RP.. are there any new rules applied?? and if he file case after two years, will he get his work permit extended??
