Masood,
My nephew has applied for Canadian Immigration about a year and half ago. There are many people who has applied for Canadian Immigration at the same time. Now the other people has got a letter from Canadin High Commission for getting - IELTS examination clerance, whereas he has not got it.
So, my question is - is IELTS exam compulsory for all?

It seems quite odd that the High Commission would ask for IELTS results from an 'old' applicant. This would be an indication that your nephew will be assessed under new law after 31 March 2003. Preferable, or actually, highly recommended that he takes IELTS... putting any doubts immigration may have on his english skills to rest.

If someone has TOEFL or any other english language certificate, still this is required?

an applicant has to either take a test to prove proficiency in language or provide other evidence of such claimed level of proficiency. If the applicant chooses NOT to take IELTS, he/she can always explain and provide the TOEFL as supporting document.
Note, however, TOEFL is not an alternative to IELTS.
