I am asking this question on behalf of my friend who is in trouble and he also got me confused by telling his story.
he is here on a student visa while his wife is in india and working in a very good firm as a manager. the thing is, they filed for the immigration from india on the name of his wife. but later on he applied for a student visa and fortunately he got it. he has not ticked the option of bringing his wife or daughter to canada with him on student visa form.
now the problem is, CHC New Delhi has asked for the family passports, and he is in canada. neither he can go back at this moment because his papers are pending of his studies.
1) if he goes there and send his to passport CHC then I don't he will get back his passports before 5 or 6 months. and meanwhile he will miss his exams.
2) neither they can tranfer the visa file to other visa office because principal applicant is in India now and she can't come to canada on temporary visa.
shall he give a letter to the CHC office in canada itself, telling them his status as a student visa in canada. and request them to send his passport to Indian CHC office on their own.
massodji I will appreciate if you can put a light on this issue. or any other desi who was in same situation earlier.

Why don't your friend consult an immigration lawyer? The situation you have described is not common.
More over what you are asking (sending one person's passport through someone else) is illegal. Just remember though this board makes you feel you are anonymous, it doesn't make you invisible to law enforcement officers.
