Where and how do I take the English test in USA for the Canadian application ?

Without knowing where you are in the US, no one can give a useful response. Try doing a search for IELTS using your favourite search engine and check out a testing location closest to you. We did ours in Washington DC - we combined it with a holiday and drove down from Chicago to DC.
