Hi,
I would like to know, if someone has completed his/her undergraduate and postgraduate level education in English in english speaking country, does he/she still have to provide IELTS result.
Secondaly does the dependent (having similar education background) also has to take the test?

The above questions were for the puspose of making an application under skilled class immigration to Canada.
You will most likely end up taking IELTS. If you don't want to take the test, make sure your submissions on language are very strong or else you won't be awarded points for language at all.
dependent spouse does not have to take ielts.
