Wearing ornaments or utensils on eye brows or tongue is not part of business casuals... so will not hire , no matter how 'desirable' she looks. A person whether exceptional or a vegetable is first known by an attire and appearance. After all it is matter of representing an organization. I 'll hire with a condition that she or he conducts in professional manner.
On side note, After years of corporate work, kabhi kabhi merey mann main khyaal aataa hai, kee how is the other side of the world ? !!

Piercing/tatoo are so common. I work in downtown and in this summer season I see lots of teenagers with tatoo. It would depend for which position the person is being hired and where the tatoo is (including picture / words tatooed). For example for Tim horton or Mcdonald job, such a person would be most fit. I wonder in future these kids would be managers and they may mandate "tatoo" as a job requisite. I may or may not hire such a person but I would certainly date Tatooed girl!
Didn't read the entire thread....if the candidate can impreaa me that he can do the job, and i can get hold of good refernces, i will definitely hire. Have worked with such guys in the past.
