I agree with Kalpna here.
Yes, most hirings are done by converting Temporary to Permanent.
For IT - it is the same what happens most of the time but sometimes it is also a Permanent hiring, as well.
But, for Clerical/Admin/Receptionist/etc jobs - it is how it works (there may be rare exceptions though but very few).
It is also not easy and most likely the resume will go to the trash-can and the person won't be called. And, even called - will not get the job. There are lots of possibilities here.
Now let me ask a question here - I am sorry, if I offend anyone here but it is not intended. Sometimes heathly criticisms are good too.
How come the Chinese community get into Public Service in a lot more numbers, whereas Indians don't ? We have a lot to learn from them. Look at the public service jobs in BC & Ontario.
Some of it is because we don't or almost have no fellow-feelings (I don't want to go beyond that).
Also, do Indians really want to work for the Public Sector ? We are mostly short-sighted and only want to plan for the immediate future. If we are happy in the current job - we don't want to plan long-term. Maybe it is good - depends on the situation.
Also, we are 'Not' persistent. We give up easily.
What I wrote above is from my personal experience trying to convince Indians to work for Public Services. I may be wrong too and hopefully is.

Your assumption is not correct, I would say; keep on applying, your resume will be shortlisted. When I had join, I was PR card holder. For admin position; I don't have much idea but spoke to different admins working in my ministry, they started thru agency and got permanant. So try Ajilon, Procomm etc.

Jai Ho, I agree with you word to word. I, for one really want to join the Public services and making much needed efforts for that. As I said earlier, perseverance is the key while applying to these jobs - kabhi to number aayega.
You're also correct that we Indians have no fellow-feelings (even, I don't want to go beyond that to open a pandora box. Each of us know what does it mean).
In a nutshell, couldn't agree more with you.
It simply wont work for Indian skin.... ( no fellow feelings)..
