I think it is payable even if you are not in Canada. it is universal. Lot of friends were getting when they were of Canada.

Yes, they should not recieve the CTB while they are out of country.
The first instruction in the application and other letter from CRA will clearly indicates that...change of address or status should be notified them immediatley.
I guess lot of folks either knowingly or unknowingly taking advantage of this as CRA and Immigrations (port of entry) are not connected.

Yesterday I came accross a situation wherein one family went to back home with kids and came after 8 month in early May. The got a notice from CTB and GST asking to submit the details such as all residential addresses from 2004 to till date with the proffs of rent or wonership, name and DOB of children, a certificate of the family doctor or the school that the kids are staying with parent, spousal information and so on.
The family called to find out and came to know that these notices have been mailed out being a part of investigation process. They were also told that CTB can be paid for a period of 6 month even if kids are out of Canada. This can be treated a vacation period. Over six month it is illegal to receive CTB and if one is caught he/she has to repay it.
