Applying for Immigration and also visit visa, good or bad idea?

I am planing to apply for immigration of my wife ( who is currently in Karachi) by April 1st. I can get one month off in dec so i really want her to come over by dec. what i have heard it usually takes about 9-11 months now a days to complete the process.
I don't wanna take the chance so can i apply for her immigration and then tell her to apply for visit visa in Aug?
is that a good idea or with immigration in process bad idea?

You have fifteen days to complete the application. You should read through the guide and see what it calls for. Prepare the papers at home. Since you are here in Canada, you can visit one of the Immigrant Help Centers and see if they can get it all filled and rady for your submission. Make a trial run at home first, after you read it on the web.
Take all the papers with you when you go there. There they will give you an approximate time also, for the processing at each location. Write it down and see if it happens. Then you will know the delays that you will have to accommodate.
Nine to Eleven Months, will throw the same into the next year March. So, you will miss it by Three good months.
They do allow people to apply for a Visitor's Visa and also PR. It is called "dual intent". Talk about it with the co-ordinator at the Immigrant Help Center too. They have all of the forms there. While you are there fill one for both and take it home.
Get started on BOTH. You should find success with one for the immediate.
